Volnovakha bus was hit by rocket fired from terrorist-controlled territories – OSCE
Censor.NET reports citing the OSCE Special Monitoring Mission report based on information received as of 18:00 (Kyiv time), 16 January 2015.

The SMM conducted a comprehensive inspection, focusing on five craters caused by explosions that had occurred during the incident.
"The investigation included comprehensive crater analysis of two specific blast craters, including the crater located 10 meters from the side of the passenger bus. In the SMM's assessment all craters examined were caused by rockets fired from a north-north-eastern direction," the observers stated.

North-north-eastern direction from the scene is exactly the direction of the separatist-held area, in particular, Dokuchaevsk town. So the rocket was presumably fired by the terrorists.
The government-controlled Volnovakha town (35km south-west of Donetsk) is the place where 13 civilians were killed and 17 wounded when a rocket exploded close to a civilian bus on Jan. 13.
