Ombudsman’s office monitored 100% of VLK, Lubinets
According to Censor.NET, this was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets.
"Employees of the Ombudsman's Office carried out 833 on-site and off-site (documentary) monitoring, which is 100%. All regions were covered, including the frontline ones. We monitored the work of 445 MECs of the TCC, 388 hospital and garrison MECs, and commissions in civilian medical institutions," the statement said.
The problems that confirm human rights violations include the following:
the absence of a unified register of persons liable for military service with relevant information on medical history,
a formality in passing the VLC ("Any complaints? No? Fit!"),
corruption component,
non-compliance with the electronic queue,
failure to comply with the requirements of the CMU Resolution No. 343 of 18.04.2023 on the involvement of civilian healthcare facilities in medical examinations, etc.
According to Lubinets, it will point out the need to make decisions on the procedure for using the electronic healthcare system in working with servicemen undergoing the VLC; revising the tariff for medical examination by the VLC commission; training or training of civilian specialists involved in the work of the VLC; bringing the premises of the VLC to the proper level, taking into account barrier-free and accessible factors, etc.
"We will continue to respond to citizens' appeals and work to ensure that the rights of servicemen are not violated!" Lubinets stressed.
