Rada proposes to serve draft notice by e-mail and by registered mail - Venislavskyi
According to Censor.NET, this was stated in an interview with RBC-Ukraine by the President's representative in the Rada, member of the National Security and Defense Committee Fedir Venislavskyi.
"In the draft law, we plan to provide for the possibility of serving a draft notice not only in person against a receipt but also via e-mail and registered mail. That is, the notification of the receipt of a registered letter arrives in the mailbox, and the letter with the summons must be handed to the person personally by the relevant representatives of the postal services. This is a so-called public draft notice," Venislavskyi said.
According to the President's representative in the Rada, Ukraine already has an account for persons liable for military service and conscripts, which will contain all identification data.
"These rules should make it easier to receive a draft notice and prevent people from abusing the fact that they allegedly do not receive a draft notice and do not violate the law. We are also stipulating that draft notice can be served not only by representatives of the Military Recruitment Centre but also through local governments and local executive authorities to clarify the powers of all public authorities in matters of mobilization. The current law on mobilization training and mobilization already stipulates that these bodies are involved in mobilization activities, but in practice, they often avoid these responsibilities. In addition, we envisage that military administrations will also be involved in these activities," said Venislavskyi.
A member of the National Security and Defense Committee emphasized that these provisions are in a draft law that is still being developed. It has not yet been registered. Discussions are still ongoing. However, there is every chance that this document will be registered in its final form by the end of this week.
