Inspection of MMC in Kyiv is completed - Ministry of Health

The Ministry of Health checked the work of 10 freelance military medical commissions at territorial recruitment and social support centres in Kyiv.

It is noted that the inspections were carried out on the organisation of the work of the MMC, compliance with the requirements of the Medical Guarantee Programme and the Ministry of Defence Order No. 402 "On Approval of the Regulation on Military Medical Examination in the Armed Forces of Ukraine".
The work identified a number of issues that need to be addressed to improve the work of the MMC:
- queues of persons liable for military service continue to be observed. In some of the MMCs, the appointment is arranged only for the first visit, and the queue is then managed on a first-come, first-served basis;
- the commission's working hours are not optimal - mostly from 8.00-9.00 a.m. to 02.30-04.00 p.m. on weekdays;
- there were cases of referrals for further examination issued by a doctor who decided to do so alone, without the consent of the head of the MMC;
- doctors who have recently worked in the MMCs have difficulties in establishing certain diagnoses for persons liable for military service;
- in some cases, due to the lack of experience of the commission members, there are shortcomings in the documentation; there are cases when expert documents contain clinical diagnoses rather than expert ones;
- A large number of paper documents remain, with the same information being transferred from one document to another;
- Inconsistencies in the work standards of specialists were identified: simultaneous examination of persons liable for military service in a common office (surgeon, dermatologist, ophthalmologist);
- many commissions conduct simultaneous examinations of conscripts and persons liable for military service, which causes an additional workload.
The Ministry of Health will send recommendations on optimising the further work of the MMCs to the Kyiv City Military Administration, territorial recruitment and social support centres, and medical institutions.
In addition, KCMA is working with TCC and SS:
- Assess the workload of the MMC and, if necessary, identify additional healthcare facilities to conduct medical examinations of persons liable for military service or extend the MMC's working hours.
- The Ministry will continue to monitor the validity of referrals of persons liable for military service for examination and cases of delayed preliminary medical examinations. The average period for undergoing a MMC is 2-3 days, so special attention will be paid to the work of commissions that systematically fail to comply with it.
