Last week, the administration of Russian dictator Putin held a seminar for Russian vice-governors to discuss the preparation of an "image of victory" in the war.

The sources of one of the publications said that the Kremlin assumes that the war will end, and "we must be prepared for it."

"Victorious" results

The future outcome of the war should be seen as a victory in society, although different social groups perceive it differently. Therefore, from the point of view of the Putin administration, it is necessary to focus on the "quiet majority" that will be satisfied with the achievement of the war's goals and Russia's retention of the occupied territories.

Working with the occupiers who returned from the war

The vice-governors were also told about the importance of working with public opinion regarding the military returning from Ukraine. In particular, the seminar noted that "we need to keep the issue of rehabilitation and employment of the military in focus" so that "they do not join protest movements or crime." One of the risks is that it will be difficult for former soldiers to find the same salaries in civilian life as they did in the war, so we need to think about encouraging them and creating a respectful attitude in society.

Interethnic conflicts

In addition, they discussed dealing with problematic situations and responding to interethnic conflicts and the rise of anti-migrant sentiment.

A communication game called "Anger" was played for the vice-governors, simulating a conflict on ethnic grounds. It was built around a situation similar to the one that took place in October in the village of Korkino, Chelyabinsk Region. There were massive riots there, provoked by the murder of a woman. Local residents at the spontaneous rally declared representatives of the Roma diaspora guilty of the crime.
