Ministry of Defense gave UAH 23 billion to Polish company, although DPA reported on risks - Zhelezniak. DOCUMENT
The Defense Procurement Agency reported to the Ministry of Defense on the risks with PHULechmar Sp.z.o.o., but the ministry still decided to send it UAH 23 billion with a 100% advance payment.
According to Censor.NET, this was reported by MP Yaroslav Zheleznyak.
"Do you remember a week ago, when for some reason the purchase of UAH 23 billion for the Armed Forces was suddenly transferred to the border guards? ... The government sent inquiries immediately, and for some reason, the government leaked it to the Polish company? Who is this company? What was the money for?" the MP said.
According to Zhelezniak, the company's name is PHULechmar Sp.z.o.o. In December 2023, the previous management of the DPA had already signed a contract with it for the purchase of shells worth 70.6 million euros (3 billion hryvnias), but it did not deliver the shells.
"Fortunately, during this time, the management of the Plant has changed and we have not paid any money to the Poles.
In total, PHULechmar Sp.z.o.o. sent 4 commercial offers to the DPA. For one of them, the healthcare organization asked for clarification of the cost, but the company failed to respond in 8 months," the MP continued.
He noted that they knew about all these risks with this company (Bezrukova reported), but "they still decided to send 23 billion in this way and with a.... one hundred percent advance."
"Other contracts were already ready to be signed with the Healthcare Agency for these 23 billion," the MP concluded.
The Ministry of Defense transfers UAH 23 billion to the State Border Guard Service for ammunition contracting
As reported earlier, on November 29, the Cabinet of Ministers of Ukraine adopted Resolution No. 1191-r, which transferred UAH 23 billion to the State Border Guard Service for the purchase of ammunition. The initiator was the Ministry of Defense.
The State Border Guard Service of Ukraine commented on the delegation of authority to purchase defense goods for the needs of the Ukrainian Defense Forces and called for no speculation on this topic and to avoid manipulation.
