Only 4% of recipients of "Zelenskyy’s thousand" donate to Armed Forces

Already, 1.8 million adults and 520 thousand children have received UAH 1,000 to their National Cashback card under the Winter eSupport programme.

This was announced by the head of the Ministry of Digital Transformation Mykhailo Fedorov, Censor.NET reports.

The most commonly spent Winter eSupport is for:

  • utilities - 63%.
  • mobile communications - 17%.
  • Donations to the Defence Forces of Ukraine - 4%

"Payments are credited gradually. If you haven't seen 1,000 on your card yet, wait for the bank to process your application and you will receive the result," the minister said.

According to MP Yaroslav Zheleznyak, the Armed Forces will receive only UAH 600 million due to this reallocation of the state budget.

"From the populist idea of giving away 1000 UAH: 80% of it is for utilities and phone top-ups, and only 4% went to donations. Great, they took away UAH 15 billion from the army to return UAH 600 million. This is how we will win," the MP wrote.

As a reminder, starting from 1 December, Ukrainians can apply for the "thousand from Zelenskyy".

Earlier, President of Ukraine Volodymyr Zelenskyy instructed the government to introduce a new programme to support the population from 1 December - UAH 1,000 per person.

Later, First Deputy Minister of Economy Oleksii Sobolev said that the state aid of UAH 1,000, which Ukrainians will be able to receive from December, will be credited to the "National Cashback" card.

The Cabinet of Ministers and the ruling "Servant of the People" party claimed that the payments would be made using funds from international partners that could not be spent by the end of the year. However, later, Roksolana Pidlasa, chair of the Verkhovna Rada Budget Committee, admitted that the programme initiated by Zelenskyy would be funded by the remaining funds of the Compulsory State Social Insurance Fund, which were formed last year and were not used by the Ministry of Economy in 2024.

In this case, a portion of the state budget's domestic revenues would be used to finance the UAH 1,000 payments, rather than funds from international partners, so these funds could be spent on defence.
