Law enforcement officers have identified a Russian commander involved in the murder of Iryna Filkina, a "woman with a red manicure" whose photo went viral after the liberation of Bucha, Kyiv region, from occupation.

Communication with 52-year-old Iryna disappeared in the first days of the war. Since then, her family has been searching for her until they recognized her body in photos and videos. Iryna was recognized by a nail technician who had done her nails.
"The Investigative Department of the National Police of Ukraine has identified the Russian military officer involved in the murder of Iryna Filkina, an employee of the Epicenter company, in Bucha. The suspect is Artem Tareev, born in 1995, commander of the 234th Air Assault Regiment of the 76th Airborne Division of the Russian Airborne Forces," the statement said.
What is known about the war crimes of the occupiers in Bucha?
According to the investigation, on March 5, 2022, Tareev gave the order to shoot at all civilians who appeared near the intersection of Yablunska and Vodoprovodna streets in Bucha.
On the same day, at about 11:15 a.m., Iryna Filkina, who was riding a bicycle, was shot by Russian soldiers, who fired at least 15 bullets from automatic weapons and BMD-2.
In total, according to the investigation, 13 civilians were killed on Yablunska Street as a result of Tareev's order.
It is noted that the photo of the dead woman's body with a bright red manicure has become one of the symbols of Russian atrocities during the occupation of Kyiv region and has spread around the world media.
"Identification of the suspect is an important step in the investigation of war crimes on the territory of Ukraine. All those involved in the killing of civilians must be brought before international justice," the city council added.
