Verkhovna Rada to consider draft law on sending Armed Forces abroad during martial law
The Verkhovna Rada has registered a draft law that allows sending units of the Armed Forces of Ukraine to other countries during martial law.
Draft law No. 12378 has been posted on the Verkhovna Rada' s website, Censor.NET reports.
The draft law aims to improve the mechanism for sending Ukrainian military personnel abroad to participate in international missions and receive the latest military equipment. The authors of the draft law explain that assisting the Ukrainian military in acquiring sophisticated equipment and training in its use will help strengthen Ukraine's defense in times of war.
The bill proposes the following key changes:
- Units of the Armed Forces of Ukraine may be deployed on the territory of other states to ensure security and defense in accordance with Article 51 of the UN Charter.
- The decision to send Ukrainian units abroad will be made by the President of Ukraine, but the use of military forces on the territory of the aggressor state will require the approval of the Verkhovna Rada.
- The President is obliged to submit to the Verkhovna Rada information containing details on the tasks of the units, their number, weapons, equipment, terms of stay and the procedure for replacing personnel.
As noted, these changes will also apply to units of the Armed Forces that are already on the territory of other states in accordance with the current legislation, even before the new rules come into force.
