Unified State Register will resume operations on January 9 after large-scale cyberattack by Russian Federation - Ministry of Justice

USR resumes its work on January 9

On Thursday, 9 January, the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organisations (USR) resumed operation after a large-scale Russian cyberattack.

This was reported by the Ministry of Justice, Censor.NET reports.

"Tomorrow (9 January - ed.), electronic information interaction with government agencies - the State Tax Service, the State Statistics Service of Ukraine, the Pension Fund of Ukraine, the Ministry of Digital Transformation, and other agencies that use the USR data in their activities - will resume," the agency said.

Several online services will also be available via Diia. The USR portal will resume its functions:

  • free search for information in the register;
  • generating extracts;
  • receiving the results of administrative services by access code;
  • access of state authorities to the registry data through access identifiers.

The ministry added that it continues to work on restoring other registers after the Russian cyberattack.

"Specialists of the National Information Systems, together with the Cyber Police, the SBU Cyber Department, and the State Special Communications Service, are doing everything possible to not only restore the registers but also strengthen their protection," the agency said.

What is known about the largest cyberattack on the registers of the Ministry of Justice?

As reported, at the end of December, the Ministry of Justice resumed the work of the first three key notary registers after a large-scale hostile cyberattack. In particular, the Unified Register of Powers of Attorney, the Inheritance Register, and the Unified Register of Special Forms of Notarial Documents have been reopened.

As a reminder, on 19 December, the largest external cyberattack on Ukraine's state registers in recent times took place. The Unified and State Registers, which are under the jurisdiction of the Ministry of Justice, were suspended.

It will take about two weeks to restore the registers' operation in the first instance, promised Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration and Minister of Justice.

It neither confirmed nor denied the leakage of data from the registers. The Security Service of Ukraine also stated that it could not yet refute the information that no data leakage had occurred, as the relevant investigation was ongoing.

Due to the attack on the state registers, 27 services were temporarily unavailable in Diia, including registration of individual entrepreneurs and LLCs, booking employees for mobilization, re-registration of cars, registration of property ownership, registration of child benefits, eSelya, eRestoration, filing marriage applications, and others.

Service centers of the Ministry of Internal Affairs have also temporarily suspended certain registration services related to the change of vehicle ownership.

In addition, businesses face difficulties in opening accounts due to the impossibility of full identification - it is impossible to verify the data provided by the client in the register of legal entities.
