Umierov dismisses his deputy Klimenkov and head of DPA Bezrukova, Zhumadilov will be appointed in her place

Ukraine's Defence Minister Rustem Umierov said that the Defence Procurement Agency (DPA) had failed in its work over the past six months and announced the dismissal of his deputy, Dmytro Klimenkov, and a change in the leadership of the Defence Procurement Agency.

This was reported by Censor.NET with reference to the press service of the Ministry of Defence.

The only criterion that the Ministry of Defense sets for the Defense Procurement Agency is to provide the frontline with all the necessary weapons on time and in full.
Unfortunately, over the past six months, instead of timely supplying the army with ammunition, we have received political games, contract leaks, information leaks (law enforcement will definitely check these facts), PR inaction and failure to fulfill the KPI by a subordinate enterprise of the Ministry of Defense," Umierov said.

According to him, "arms purchases, which should be confidential during martial law and a full-scale war with Russia, have somehow turned into an 'Amazon,' where any internet user can see in real time who is buying what, in what quantities, and from which manufacturers. Yet, the scale of these purchases, which would at least match the media's PR, has not been felt by our defenders on the frontlines."

Therefore, Umierov made the following decisions:

  • Submit a motion to the Cabinet of Ministers to dismiss his deputy, Dmytro Klimenkov.
  • The Ministry of Defence does not extend Maryna Bezrukova's contract.

The Ministry of Defence is also recalling two state representatives from the Supervisory Board.

Arsen Zhumadilov will be appointed as Director of the DPA.

"This will become a precedent in the history of state corporate governance when two independent representatives of the Supervisory Board supported the position of the state, while the state-authorised representative of the state's interests ignored the recommendations of the governing body. This year, the DPA and the DOT had the same conditions. One agency did the job, while the other only created media noise. There is a lot of talk about the purchase of weapons for the army, but the result is unsatisfactory. We are changing the system so that the result is at the frontline, not in the news," Umierov said.

Earlier, the Supervisory Board of the Defence Procurement Agency of the Ministry of Defence signed an additional agreement to the contract with the current director of the Defence Procurement Agency for a period of 1 year.
