In October, Ukrainian Navy spokesman Dmytro Pletenchuk said that the Russian Navy had lost its ability to influence the fighting in Ukraine.

According to him, even though it is possible to redeploy some ships through inland waters, the Russians will not do so, as they are unable to control even the remaining forces in the Black Sea Fleet, which is currently effectively paralysed in the Azov-Black Sea region.
