How many prosecutors have disabilities: responses of all regional prosecutor’s offices to Censor.NET requests
Subsequently, the Office of the Prosecutor General launched an internal investigation into possible abuses by prosecutors in obtaining disability groups and published preliminary information on the number of prosecutors with disabilities.
At the same time, Censor.NET sent requests to all regional prosecutor's offices to provide information on the number of prosecutors receiving disability pensions.
We publish the responses of the regional prosecutor's offices.
Prosecutor's Office of the Autonomous Republic of Crimea and the city of Sevastopol
"According to the available information, there are no employees who received II group of disability on the basis of a court decision in connection with the establishment of the fact of a workplace accident in the prosecutor's office of the Autonomous Republic of Crimea and the city of Sevastopol," the response reads.
They also noted that departmental regulations do not provide for the obligation to record data on employees of the Prosecutor's Office of the Autonomous Republic of Crimea and the city of Sevastopol who receive a pension and the grounds for its appointment.
Vinnytsia Regional Prosecutor's Office
283 prosecutors work in the regional prosecutor's office (the regional prosecutor's office and 7 district prosecutor's offices), including 5 who have the status of a person with a disability.
The press service noted that these 5 prosecutors are ready to voluntarily undergo a full inspection and, if necessary, a second medical and social expert commission.
Volyn Regional Prosecutor's Office
"According to the available information, the employees of the Volyn Regional Prosecutor's Office have not been assigned a 2nd group disability by court decisions in connection with a workplace accident," they replied.
The press service stated that two prosecutors in the Volyn regional prosecutor's office (including one woman) are persons with the third group of disability, which is temporary, not lifelong.
"At the same time, not a single Volyn prosecutor has received a disability group since the beginning of the full-scale invasion of Ukraine by the Russian Federation," they added.
Dnipropetrovsk Regional Prosecutor's Office
"In fact, 916 employees work in the Dnipropetrovsk Regional Prosecutor's Office, including 644 prosecutors, and, according to the data provided by the prosecutors, 25 employees have disabilities, including 16 prosecutors," the response reads.
There is no information on whether any employees of the Dnipropetrovsk Regional Prosecutor's Office have received II group of disability on the basis of a court decision in connection with a workplace accident.
Donetsk Regional Prosecutor's Office
"According to available data, 25 prosecutors receive a pension as persons with disabilities. There is no information on cases of employees of the Donetsk regional prosecutor's office receiving a 2nd group of disability on the basis of court decisions in connection with the establishment of the fact of a workplace accident," they replied.
Zhytomyr Regional Prosecutor's Office
In response to the request, they said that 16 prosecutors of the Zhytomyr Regional Prosecutor's Office receive disability pensions, 3 of them in accordance with Article 86, paragraph 9 of the Law of Ukraine "On Prosecution" and 13 in accordance with the Law of Ukraine "On Compulsory Pension Insurance".
"Employees who have been assigned the second group of disability on the basis of a court decision in connection with the establishment of the fact of a workplace accident do not work in the Zhytomyr Regional Prosecutor's Office," the prosecutor's office added.
Zakarpattia Regional Prosecutor's Office
"According to the personnel and civil service department of the regional prosecutor's office, the staff of the Zakarpattia regional prosecutor's office, including the prosecutor's office and 5 district prosecutor's offices, is 289 people, including 211 prosecutors, 55 civil servants and 23 positions of employees performing service functions and workers. Of these, 202 are actually working prosecutors," they said.
Thus, out of this number, 5 prosecutors in the district prosecutor's offices of the region have a disability group (2 of them are women).
The Department for Digital Development, Digital Transformation and Digitalization of the Pension Fund of Ukraine stated that the number of persons registered with the Pension Fund of Ukraine as recipients of disability pensions in accordance with the Law of Ukraine "On the Prosecutor's Office" in Zakarpattia region as of 01.01.2024 is 2 people.
Zaporizhzhia Regional Prosecutor's Office
The Zaporizhzhia regional prosecutor's office did not provide information on the number of working prosecutors with disabilities.
"Regulatory acts and departmental regulations of the Office of the Prosecutor General do not provide for the obligation to create a record of data on social benefits for employees of the regional prosecutor's office, including those receiving a disability pension," the document says.
It is noted that the Zaporizhzhia Regional Prosecutor's Office has not received any court decisions on the receipt of II group of disability by its prosecutors in connection with the establishment of the fact of a workplace accident.
Ivano-Frankivsk Regional Prosecutor's Office
"As for the prosecutors of the Ivano-Frankivsk regional prosecutor's office who have disabilities, according to preliminary data as of 25.10.2024, there are 12 of them," the response said, adding that there were no workplace accidents in the Ivano-Frankivsk regional prosecutor's office.
Kyiv Regional Prosecutor's Office
"Disability was established for 26 employees of the prosecutor's office in Kyiv region, including 17 prosecutors, 6 civil servants, 1 employee performing service functions, and 2 workers," the document says.
Kirovohrad Regional Prosecutor's Office
"According to preliminary data, 16 prosecutors and 6 civil servants in the Kirovohrad Regional Prosecutor's Office have the status of a person with a disability. There have been no cases of employees of the Kirovohrad Regional Prosecutor's Office receiving a 2nd group of disability based on court decisions in connection with the establishment of a workplace accident," they said.
They also responded to a request regarding the deputy head of the regional prosecutor's office, Isa Tanryverdiiev, who first indicated a pension in his declaration at the age of 34.
The prosecutor's office refers to the Constitution, laws of Ukraine and decisions of the CCU, according to which data related to the health status of an individual (including those who are officials) is confidential information.
Luhansk Regional Prosecutor's Office
As of October 25, 2024, 2 civil servants in the prosecutor's office of the Luhansk region have disabilities, one of whom received a disability after February 24, 2022.
Lviv Regional Prosecutor's Office
"In the regional prosecutor's office, 24 prosecutors have the status of persons with disabilities, 9 are civil servants, 3 are persons performing service functions, and 2 are workers," they replied.
Mykolaiv Regional Prosecutor's Office
"According to the records of the personnel department of the regional prosecutor's office, 5 employees of the Mykolaiv regional prosecutor's office receive disability pensions. Employees of the Mykolaiv Regional Prosecutor's Office did not receive II group of disability on the basis of a court decision in connection with the establishment of the fact of a workplace accident," the prosecutor's office said.
Odesa Regional Prosecutor's Office
"According to the data provided by the employees on their own initiative, 22 employees of the Odesa Regional Prosecutor's Office (prosecutors, civil servants and workers) are currently receiving a disability pension," they replied, noting that there are no employees who received 2nd group disabilities in connection with the establishment of the fact of a workplace accident.
Poltava Regional Prosecutor's Office
They replied that they did not have information on the number of employees of the regional prosecutor's office who receive a disability pension and who were assigned II group of disability based on a court decision in connection with a workplace accident.
The request was forwarded to the MSEC, which responded that current legislation does not provide for statistical reporting on the social status of persons with disabilities.
Rivne Regional Prosecutor's Office
"The positions of prosecutors are held by 6 people with disabilities and 1 civil servant. There have been no cases of employees of the Rivne Regional Prosecutor's Office receiving II group of disability on the basis of a court decision in connection with the establishment of a workplace accident," they said.
Sumy Regional Prosecutor's Office
"As of 23.10.2024, the registered number of employees of the Sumy Regional Prosecutor's Office and district prosecutor's offices of Sumy region is 378, of which 255 are prosecutors, 71 are civil servants, and 52 are other employees. Out of this number, 18 prosecutors and 1 civil servant of the Sumy Regional Prosecutor's Office have the status of "person with disabilities," of which 13 prosecutors receive a disability pension," the response says.
Ternopil Regional Prosecutor's Office
"As of October 2024, 7 prosecutors have the status of a person with a disability," the prosecutor's office replied.
Kharkiv Regional Prosecutor's Office
"Disability pensions are received by 12 prosecutors, 6 civil servants, 7 workers and employees performing servicing functions for the Kharkiv Regional Prosecutor's Office," they said.
Kherson Regional Prosecutor's Office
"As of 24.10.2024, 2 employees of the Kherson Regional Prosecutor's Office receive a disability pension: 1 prosecutor and 1 civil servant," the regional prosecutor's office replied.
Khmelnytskyi Regional Prosecutor's Office
The Khmelnytskyi Regional Prosecutor's Office, which has the highest percentage of prosecutors with disabilities, responded: "The departmental regulations of the Prosecutor General's Office do not provide for the obligation to keep records of data on employees of the Khmelnytskyi Regional Prosecutor's Office who receive a pension and the grounds for its appointment. Thus, it is not possible to provide the requested data on the list of employees of the Khmelnytskyi Regional Prosecutor's Office who receive a pension, indicating the grounds for granting the pension, for objective reasons."
The Pension Fund stated that the number of people receiving a pension in accordance with the Law of Ukraine "On the Prosecutor's Office" in the main department of the Pension Fund of Ukraine in the Khmelnytskyi region as of January 01, 2024, was 185 people.
Cherkasy Regional Prosecutor's Office
"Due to the public outcry, we would like to inform you that there are 62 prosecutors in the Cherkasy Regional Prosecutor's Office who have the status of a person with a disability," the response reads.
Chernivtsi Regional Prosecutor's Office
"As of 28.10.2024, the Chernivtsi Regional Prosecutor's Office has two prosecutors with the status of a person with a disability, four civil servants with the status of a person with a disability, and one employee with the status of a person with a disability," they replied, noting that there was no information on the number of employees receiving a disability pension.
Chernihiv Regional Prosecutor's Office
"Regulatory and departmental organizational and administrative documents do not provide for the creation of statistical information on disability pensions received by employees of the Chernihiv Regional Prosecutor's Office, or the establishment of a disability group, including on the basis of court decisions. Thus, it is impossible to provide the requested information for objective reasons," the prosecutor's office replied.
At the same time, the Pension Fund stated that 16 people were registered as recipients of disability pensions in accordance with the Law of Ukraine "On the Prosecutor's Office" in Chernihiv region as of January 1, 2024.
As we can see, the information provided in the responses to the request sometimes differs from the previous data of the Prosecutor General's Office on the number of prosecutors with disabilities.
