This long and difficult day is coming to an end. First of all, my condolences to the families and friends of those whose lives were taken by Russian strikes.
We are doing our best to protect people. There has not been an international meeting, there have not been international negotiations where the issue of air defence for Ukraine has not been raised. But protecting people means protecting them at all levels. Shelters must be accessible. The situation like last night in Kyiv, when people came to the shelter and the shelter was closed, should never happen again.
It is the duty of local authorities - a very specific duty - to ensure that shelters are available and accessible around the clock. It is painful to see the negligence of this duty. It is painful to see the losses. And if the duty is not fulfilled on the ground, it is the direct responsibility of law enforcement to bring to justice.
Today, our country, like many other countries, celebrates Children's Day. But even on this day, the terrorist state took the life of a Ukrainian child. But on this day, Russia also shelled our cities, from Kharkiv to Kherson, from Kyiv to Donbas. But... we used this day to the maximum to bring the terrorists' defeat closer. And this day has become a time when we are bringing Russia's responsibility - every murderer, every terrorist - closer," Zelenskyy said.
As reported, on the night of 1 June 2023, three people, including a 9-year-old child, were killed in a rocket attack by Russian occupiers in the capital. Residents tried to get into the shelter of a polyclinic in the Desnianskyi district, but the doors were locked. According to Kyiv Mayor Vitali Klitschko, specialists from the Department of Municipal Security arrived at the polyclinic in Desnianskyi district and are investigating why there was no access to the shelter.
Earlier, one of the local residents said that he woke up the guard in the shelter after the explosion, as he said he showed signs of intoxication.
Kyiv police opened a criminal investigation into the denial of access to the shelter during the air raid alert. The prosecutor's office said that investigative actions were underway at the clinic where the shelter was not opened. A security guard at the clinic was taken for a test for possible intoxication.
Subsequently, the Kyiv authorities announced that the shelters in the capital would remain open at all times.
